officer was killed by suspected drunk driver. >> from the bay station, you're watching kron. at noon. >> thank you for joining us here on kron. 4 news at noon. i'm justine waltman. are following developing news first here at noon road closures now in place on the capitol expressway in san jose after a car crash. police are calling this a major injury crash. the capitol expressway from 7 trees boulevard through tours road is blocked off in both directions right now, center road is blocked off from the south side of singleton road in both both directions. there's an active investigation going on right now. and people are being asked to avoid this area and use different ways to get around. we do have a reporter on the way to the scene of this crash and we'll get you more details as soon as possible right here at noon. alameda county sheriff's office dispatcher is being remembered as a loving mother and co worker. this afternoon.

she was killed on sunday night by suspected drunk driver while she was on her way to work. kron four's will tran has the story. >> heartbreak and just devastation at the alameda county sheriff's office. they were expecting their co-worker to arrive on sunday night, but she never made it to the office. she was less than one half mile from this location when she was broadsided. let me show you her picture. her name is antoinette few now now at 11, 15 on sunday night, she was heading to work and all of a sudden a car comes out of nowhere and brought sites or she never made it to her work as an emergency dispatcher. instead, it was a dispatcher that told emergency responders to head to her location. now, let me show you a map of where it all went down. it was in san leandro at east 14th and 100 50th. that particular location. a car comes out of nowhere, slams into her so

hard that it was on its side when the emergency responders arrived, she was unconscious, rushed to the hospital but ultimately died from her injuries. when word spread throughout the community, the san leandro police department, they were the ones who responded to this. but when word spread to law enforcement agencies, they gave her a per session. the chp, the sand, the andrews police department as well as of course, the alameda county sheriff's office. they took her body from the hospital to the coroner's office and her family said she was born a star. and you took her to his place like she was a star and we are grateful. take a look at your screen. this is the statement sent out from the alameda county sheriff's office. they say we lost a dedicated, energetic, loving alameda county sheriff's office. family member. she took pride in her work because helping others gave her a joint. according to many people at the sheriff's office, she took joy that she

was able to send help to people when they called for help. but instead, it was on sunday night when she needed help. she was at the department for 3 years. mother, colleague and according to a lot of people, she dedicated her life to her job. as far as drunk driver. an injured 32 years old. >> not the way the >> california highway patrol got a call from a witness about a man firing a gun from his car 5.80, and seminary avenue in oakland. this is dash cam video from the witnesses car from march. 29th. the chp arrested the man they say fired the shots. they say dominic, jerome taylor was driving drunk when they arrested him. in the south bay. no criminal charges have been filed after an 11 year-old girl was killed. by a

suspected hit and by suspected dui driver in cupertino. investigators say the girl was one of 4 kids standing on a sidewalk on foothill and stevens creek boulevard last month when a pickup truck plowed into them. the other kids are aged 8, 7, 4, and they're ok, the suspected driver was identified as he was allegedly high with crashed into them. he did bail out of jail last week and remains out of custody. detectives are waiting for a toxicology report to be completed. staying in the south bay man accused of shooting to san jose police officers is facing attempted murder charges. new court documents reveal that kevin briones showed up to a san jose hotel to see a woman that he used to be in a relationship with. and that's when they say that the woman called the cops and the shootout started. kron. 4 jack moment has the update. >> your benefit ready 30 and the night. >> and then the hard some of

objects seal says he and his wife are watching tv at the extended stay. america and seemingly right outside their door. >> and then suddenly some loud noise like the middle noise. i i didn't gunshots people inside and had no idea what did some late. so my dog started barking. that's where i mean, we knew that something really because he's going on. seal said he thought about calling the cops, but he soon realized what was happening. yeah, really hard it goes going to get see that a shootout. 2 officers shot one of them with just a year of experience on the force. the suspect kevin angelo briones reportedly shot several times. we don't us is charged with 2 counts of attempted murder on the police officers. the police report says the woman briones reportedly showed up for is a domestic violence survivor. >> and says her during this had a previous relationship, 3 young kids were at the hotel with the woman at the time of the shooting. what we had was an armed, dangerous felon

showing up in the middle of the night. police say officers stopped onus from possibly hurting the woman and the kids nights events offer a stark reminder. >> of the solemn oath they take to protect and serve our city this is a felony, which means if he's convicted, these charges could put him in prison for life. yeah, it is. i think pretty bad for that information. but the city and for seal, he says he and his wife now are worried that staying at the hotel was not a good. >> to hear that it's going to happen >> that was jack molmud reporting for us. brianna smith supposed to make his first court appearance yesterday. but he's still in the hospital. injuries that he got from that encounter with police and police are saying one of the officers has been treated and released from the hospital. the other is still listed in critical condition but is expected to survive. this week is wildfire preparedness week and authorities are hosting a series of events across california to raise awareness on monday. officials were discussing how they're preparing for the 2024 fire year and going through the

ways that you could help protect yourself against the threat of wildfires. they're warning against becoming complacent, especially after all that recent wet weather. >> despite all the rain and snow that we've had this year, we still must be prepared for wildfire. all right. >> one of the best ways to protect your home is to clear brush and other fuel by creating that defensible space. today, there will be an event in in san mateo county. and this has been the topic of conversation for a few years in san francisco. the great highway. should it close or remain open to cars? now we know there's a proposal for a mile long portion to close for traffic for good by early 2026. as part of a project to protect the city's western shore from rising sea levels. kron 4 s charles clifford has the details. >> last week, san francisco's land use and transportation committee advanced a plan to close most of what's known as the great highway extension between slow to skyline

boulevard for decades. erosion has eaten away at the beach and blocks between the ocean and this section of the great highway cleaning sand off the roadway has become a constant problem, especially after winter storms. there are also frequent closures of this section of the great highway. more than a decade ago. san francisco develop a long-term plan to deal with climate change and erosion along the city's western edge. closing this portion of the great highway has been under consideration ever since in place of the roadway. the city wants to build a network of trails a plaza and possibly a staircase leading down to the beach. but the plan is not without problems. that would need to be addressed for one of the main entrance to the san francisco zoo is along this section of the great highway. if it closes a smaller entrance near 47th avenue would need to be redesigned. all right. for neighbors we talked to on tuesday were in favor of the plan, noting that the erosion problem is getting worse. think it's always fact further down the park. they're not

going to close at us. boy, the time plan will still need approval from the san francisco board of supervisors. they are set to discuss the issue later this year. >> that was charles clifford reporting for us. and if approved this section of the great highway could close to vehicle some time next year, possibly early 2026. now today president joe biden is forcibly condemning anti-semitism during a speech in honor of holocaust remembrance day. those remarks are coming as the israel-hamas war has created. what some say are now new waves of violence against jews. washington correspondent trevor shirley is in dc with more. >> the president's speech today comes as pro-palestinian protests continue on college campuses all across the country protest which some jewish students say threatens their safety. the president gave address as he continues to balance support for free speech while pushing back against anti-semitic words and actions. his remarks are honoring the memory and legacy of the 6 million jews killed

during the holocaust. it comes as the war between israel and hamas continues. a war spotting protests all across the u.s., some of which have become anti semitic with protesters taunting and threatening jewish students on college campuses. those protests cause political challenges for the president voters in this fall's elections in conjunction with today's speech, the white house also really steps it's taking to combat antisemitism on college campuses. the president is also warning about the growing tide of anti semitism. not only in the u.s. but around the world. this hatred contenders a lie deep in the heart. >> too many people in the world. requires. our continued vigilance. and outspokenness. >> the president was also joined today by congressional leadership, including house speaker mike johnson, reporting in washington. i'm trevor shirley. >> coming up here, a warning

skies to beautiful day out there today. we have meteorologist kathy trafton with us here during kron. 4 news at noon to go over the weather for the bay area today. thanks for joining us. kathy, you're welcome. just seen it is a great afternoon to be at the coast. if you were to head right now to half moon bay. >> you would pretty much have the beach to yourself. look at this beautiful conditions. clear skies everywhere. you look from half moon bay to the golden gate bridge heading over to mount tam a pious. it's fantastic. clear conditions and the wind is coming out of the north. now, this is really kicking up the seas right now. there's a small craft advisory in effect and that yield to a gale warning starting this afternoon at 3 o'clock. so northerly wind you see here and these are hazardous conditions for small craft. so that's something to keep in mind, breezy across much of the bay area today and in the east bay by 11 o'clock tonight, there is a hazard as wind advisory. so 11 o'clock through tomorrow morning. it's tough to drive u.s.. high profile vehicles watch out for

falling tree limbs. it's gusty at times high pressure that's in control. that's keeping the moisture away from us. that's kicking in a beautiful start to the workweek. and we're looking at 60's right now. 67 in san francisco 50's right along the coastline. no big surprise there. 57 on tara, you head toward the bay shoreline numbers in the 60's. 65 for south san francisco. 68% foster city as you start to head south and east, though we go into the 70's. we're looking at 72 degrees in santa clara this afternoon as well as in los gatos right along the shoreline, barely making 70 in union city. looking at 71 degrees in pleasanton. a little warmer in concord this afternoon. 75 degrees. 75 also in some of the north bay spots looking at 75 in pittsburgh and also in santa rosa. but while on the coastline point re staying at 57 degrees, we're kicking off a warm week. so tomorrow the heat wave begins and it continues through the week. and then by

the end of the workweek into the weekend, things will start to cool down a bit. justine, back to thank you. san francisco officials say for the 3rd time in a row, their quarterly count of tents and structures on city streets. >> has dropped as kron four's. dan kerman reports their pleas with these numbers but no, but there's more work to be done. >> san francisco's tenderloin is far from 10th free, but a drive through the area suggests there are fewer tents and encampments than before. and now city data backs that up ever sense. 9th circuit court appeals decision once we started to go into action, we've seen a decline of encampments over 40%. so we're really excited about what this means to the stats show the number of tents and structures has dropped from 609 in july of 2023. to 361 in april of this year. last week when i was walking around the tenderloin in some of those areas where they have eeen

some real problems with it encampments. they're gone and you noticed a big difference in how the streets look and how they feel when you walk down the streets and how much cleaner they are. and while there may be fewer tense, there are still a lot of people on the streets. and because of that many who live and work in san francisco still see little change. i literally walked a gauntlet every morning from the bart station to get here to my so no, i don't see an improvement may be in different areas it's possible, but not in this area. the mayor says encampment outreach teams have conducted 242 operations this year. >> and made 1530 encounters with individuals of those. the city says 30% of the time the offer of shelter was accepted. 60% of the time it was refused and 10% of the time individuals were already housed. we've increased our

shelter says i've been mayor by 66%. we've increased our housing options by over 50% for people on the where creating the opportunities. and we just need people on the streets where we are offering in to accept what we're offering will encourage. san francisco's mayor is not taking a victory lap. >> she knows there's still more work to be done and she hopes the momentum will continue. in san francisco. dan kerman kron, 4 news. downtown areas across the state could be getting more housing. a new bill looks to require cities to convert historic buildings. >> into housing units, san francisco assembly member matt haney who introduced this bill says it would allow state lawmakers to quickly green light office to housing projects, putting an end to lengthy and costly approval process. the bill now heads to the assembly appropriations committee for hearing that's set for tomorrow. and happening today, educators in san lorenzo will be rallying

(♪♪) afternoon, the irs is issuing its final warning to collect the remaining 1 billion dollars left in unclaimed federal tax refunds. the agency says that 1 million people across the nation may 17th deadline to get their unclaimed refunds for the 2020 tax year. they say california, texas, florida and new york have the highest number of taxpayers who are eligible for this unclaimed money and typically taxpayers have 3 years to file and claim their tax refunds. but for those 2020 refunds, people have a little more time because of the covid-19 pandemic. also this afternoon, a warning for future retirees full social security benefits are expected to run out by the year 2035. that's according to the social security board of trustees.

after 2035. payroll taxes and other income sources will only be available to cover. an estimated 83% of benefits that are owed in its report. the board of trustees urge congress to take up action to shore up the program. gas prices across the bay area are slowly dropping from there near $6 high that we saw last month. but they're still not dropping below 5 bucks right now, the most expensive gas is in napa county. 5.63 for a gallon of regular san francisco and on the peninsula. also expensive today in the east pay about 5.45 to 5.47. a gallon to fill up your tank and the cheapest. the average price will see is in the south bay at 5.42. a gallon. happening today. richmond city council members are set to vote on a resolution for the state to use a nonprofit electric company instead of pg and e they argue that the nonprofit golden state energy would

back now to the breaking news we began with here at the top of the hour. we have now learned that a truck hit and killed a bicyclist in san jose happened around 7.30 this morning. >> the police are saying the truck driver was speeding and ran a red light gog eastbound on east expressway. that's when he hit man on a bicycle who was going northbound on center road. th truck then crashed into another truck that was also bound on center. this happened right in front of catol pressway from 7 trees boulevard through road is blocked in both blocked from the southside drive to singleton road i both directions. this road is going to remain closed for se. the person driving the truck has been taken into custody and there s an active investigation going on right now. people are being asked to avoid this area. used different ways to get around were still getting new details about this. but

jackson street in oakland with customers waiting in line on from the health department. they have some sanitation the season they need to clean up. >> and we saw inspector filling out this health report. it reveals that 7 violations were found at the restaurant, including rodent activity. >> the report explains rodent droppings were seen around the water heater along the walls and wrote it. traps responded as well to hold were seen in the kitchen and a dead rat was found on a trap near the soda syrup boxes. we feel like. >> a lot of more rats than the past that last time this is oscar rodriguez who has worked there since 2022. and says the closure is needed good because i know that people it's not going to takes closer to get any like infection are gets it about they and they're but i also worry as the war care. that i know all day, we are

unsafe is that they have to do that. >> that was less than good in reporting for us. we did reach out to mcdonald's for comment, but so far have not heard back. it's not clear when this next inspection will take place, but if you want to read that full health report, you can find it on our website. kron 4 dot com. lawmakers sacramento proposing a bill that would prohibit grocery stores from offering self checkout lanes if they don't have enough stuff under this proposal, self-service checkouts must be limited to purchases of 10 items or fewer and enough staff to monitor those self-checkout lanes. >> we have to act now to look at this problem. we want to make sure through our bill sb 14. 46 that we have a full service cashier lane will be open before allowing a self-checkout machine to we want to make sure that we have staffing ratios for one employee to to checkout machines. one worker to 12 machines is unacceptable.

these pro-palestine protest their viral video showing students barricaded themselves. >> inside campus buildings and blocking law enforcement vehicles go through some of these protests. now, students protesting in connection with the conflict in the middle east at the rhode island school of design barricaded themselves inside of a campus building about 25 students have been in the washington place building since yesterday morning after 5 days of strikes from going to class the crowd outside the building waved palestinian flags. they banged on drums. they also said divests now as wrote that also onto the building, supplies were also seen being roped up into the building. the university of mississippi announcing that school would launch an investigation after a viral video circulated of a student taunting a woman who was part of a pro-palestinian protest video showing the moment that that took place

last thursday during a tense exchange between agree of these protesters and a larger group of counter-protesters. in a statement, the fraternity phi delta theta said it had removed a member from it. mississippi alpha chapur chapter. the statement said as part of that community phi delta theta recognizes the freedom of expression. it's part of the collegiate experience. however, the fraternity is committed to upholding its principles as a private membership organization. police and pro-palestinian protesters clash that uc san diego yesterday as officers cleared out an encampment on campus. demonstrators standing in front of a bus with a barred windows is a line of deputies from the san diego county sheriff's department faced off with the protesters. law enforcement arrested. 64 people, 40 of them where students. the nypd is saying

at least 27 people were detained after some tense moments on the street where police set up barricades to keep protesters away from the met gala. the police response is now in question. has a viral video captured the moments. justin finch has the details. >> the protest starting at hunter college with many marching on towards the metropolitan art museum where the met gala was underway. then officers intervening taking more than 2 dozen into custody videos posted online show pro-palestinian demonstrators vandalizing some upper east side. the memorials, including one honoring the world war, 1, 100th infantry and the general william sherman monument. meantime, the legal aid society now calling for the city to look into police tactics used a local college and university campus protests in one shooting from a neutral body. that would really be a show. what took place over
